Update on proposed changes to Zonal and National access contracts

On 24 October 2008 Postcomm received a draft licence modification application from Royal Mail, following its consultation with access customers on zonal and national access.  Postcomm has provided comments to Royal Mail on this draft application, in particular setting out the additional information Postcomm will need in order to formally consider Royal Mail’s application.  Following a request for an extension, Postcomm has agreed to allow Royal Mail until mid-November 2008 to submit its final application, including the additional information requested.

In Postcomm’s Observations document published in response to Royal Mail’s consultation, we noted that we would reassess the need to propose a direction in relation to TNT Post’s request for a direction under Condition 9 of Royal Mail’s licence, if Royal Mail had not been able to conclude its consultation by 31 October 2008.  Postcomm will, however, reassess the need to propose a direction should Royal Mail not make a formal application to Postcomm to make changes to its zonal access service.  

Provided Postcomm receives Royal Mail’s final licence modification application by mid-November 2008 we would aim to publish an industry consultation on a proposed licence modification in December 2008.  Postcomm believes that this will mean that any change to zonal access prices, as a result of the licence modification consultation, will not take effect before June 2009.
