Postcomm's proposal to modify condition 4 of Royal Mail's licence

Postcomm has today published a proposed modification to Royal Mail's licence. This follows on from the proposals notice issued on 6 August 2008.
The modification relates to paragraph 8 of Condition 4 of Royal Mail's licence. Representations regarding the proposed modification should be made by 24 November 2008.

- The Consumers, Estate Agents and Redress Act 2007 ("the CEAR act") was given Royal Assent in July 2007 and changes the current framework for consumer advocacy. The CEAR Act abolished the current Consumer Council for Postal Services ("Postwatch") from 30 September 2008 and established a new consumer advocacy body, the National Consumer Council ("Consumer Focus"). Due to the abolition of Postwatch on 30 September 2008, Postcomm needs to make relevant licence modifications to postal operators' licences to reflect the transfer of functions from Postwatch.
