Postcomm consults on long term licence for Express Limited

Postcomm today began a 30-day consultation on the proposed issue of a long term licence to Express Ltd to provide bulk mail, consolidation and enhanced document exchange services for business customers.

Express Ltd currently holds an interim postal licence, which is restricted to a pilot scheme of a minimum of 12 months’ duration. The new standard licence will have a minimum life of seven years.

Today’s document says that Postcomm is minded, subject to consultation, to grant a licence to Express. It suggests that the proposed services will have no appreciable adverse effect on the provision of a universal service throughout the UK and will further the interests of users by promoting competition between postal operators. Should a long term licence be granted to Express Limited the interim licence that it currently holds will be revoked by agreement. Postcomm will serve a notice to this effect on the day of the licence grant.
