Postcomm publishes decision document on Consignia's licence

Postcomm today published its decision document on the licence for Consignia, formerly the Post Office. The document summarises the consultation that preceded the issuing of the licence on 26 March, and explains the basis for the decisions taken by Postcomm where there have been material changes from the draft licence published for consultation on January 29, 2001.
